Par cons\u00e9quent, plusieurs terminaux d\u2019exportation de gaz naturel liqu\u00e9fi\u00e9 (GNL) sont propos\u00e9s ou en voie d\u2019\u00eatre construits au Canada. D\u2019ailleurs, on pr\u00e9voit une augmentation du volume de GNL transport\u00e9 par navire et du nombre de navires utilisant le GNL comme carburant dans les eaux canadiennes.<\/strong><br><\/p>\n\n\n\n<p class=\"has-small-font-size\">Bien que le transport et l\u2019utilisation de GNL par les navires ne soient pas d\u00e9pourvus de risques, le transport du GNL s\u2019effectue de mani\u00e8re s\u00e9curitaire depuis soixante ans, gr\u00e2ce aux mesures mises en place pour en r\u00e9duire les risques.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Ce site a pour but de fournir de l\u2019information objective sur le GNL en tant que cargaison et source de carburant dans le secteur du transport maritime \u2013 en tenant compte des avantages et des risques li\u00e9s \u00e0 l\u2019utilisation et au transport du GNL et des dispositions prises pour diminuer ces risques \u2013 et d\u2019encourager des dialogues inform\u00e9s sur ces sujets.<\/p>\n\n\n\n<p Selon les pr\u00e9visions, il devrait d\u00e9passer le charbon pour devenir la deuxi\u00e8me principale source d\u2019\u00e9nergie dans le monde \u2013 apr\u00e8s le p\u00e9trole \u2013 d\u2019ici 2040.<sup><a href=\"#citations\">[6]<\/a><\/sup><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Polluants courants : SOx, NOx et particules en suspension<\/strong><\/h4>\n\n\n\n<p class=\"has-small-font-size\">Comparativement aux combustibles traditionnels comme le charbon, le mazout lourd, le di\u00e9sel et l\u2019essence, la combustion du gaz naturel produit de 85 \u00e0 90 % moins d\u2019oxydes de soufre (SOx) et de mati\u00e8res en suspension et de 35 \u00e0 85 % moins d\u2019oxydes d\u2019azote (NOx), selon le type de moteur.<sup><a href=\"#citations\">[7][8]<\/a><\/sup>&nbsp;Consid\u00e9rant la r\u00e9glementation de plus en plus stricte en mati\u00e8re de pollution atmosph\u00e9rique en vigueur dans plusieurs r\u00e9gions du monde, la substitution d\u2019autres carburants par le GNL&nbsp;<a href=\"https:\/\/clearseas.org\/fr\/pollution-atmospherique\/\" target=\"_blank\" rel=\"noreferrer noopener\">am\u00e9liorera la qualit\u00e9 de l\u2019air et diminuera les effets n\u00e9fastes sur la sant\u00e9 humaine et l\u2019environnement<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>\u00c9missions de gaz \u00e0 effet de serre<\/strong><\/h4>\n\n\n\n<p class=\"has-small-font-size\">Les estimations concernant la r\u00e9duction potentielle des impacts de l\u2019adoption du gaz naturel comme carburant sur les changements climatiques varient de mani\u00e8re significative. Les vapeurs incolores et inodores peuvent s\u2019accumuler pr\u00e8s du lieu du d\u00e9versement, d\u00e9river au-dessus de la terre et de l\u2019eau, et prendre feu en pr\u00e9sence de chaleur, de flammes, d\u2019\u00e9lectricit\u00e9 statique ou d\u2019autres sources d\u2019ignition, lorsqu\u2019en pr\u00e9sence d\u2019un m\u00e9lange parfait de vapeur d\u2019oxyg\u00e8ne et de gaz.<sup><a href=\"#citations\">[30]<\/a><\/sup><\/p>\n\n\n\n<p class=\"has-small-font-size\">Un d\u00e9versement provoqu\u00e9 par la manipulation ou le transport du GNL peut susciter des dommages tels que :<\/p>\n\n\n\n<ul class=\"wp-block-list has-small-font-size\">\n<li>La suffocation caus\u00e9e par des nuages de vapeur d\u00e9pla\u00e7ant l\u2019oxyg\u00e8ne.<\/li>\n\n\n\n<li>Des dommages cryog\u00e9niques (cong\u00e9lation instantan\u00e9e) sur les individus et les infrastructures.<\/li>\n\n\n\n<li>Une inflammation du nuage de vapeur pouvant provoquer des br\u00fblures sur les individus et des incendies dans les infrastructures avoisinantes.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-small-font-size\">Les d\u00e9versements de GNL sont peu probables en raison des nombreuses mesures de s\u00e9curit\u00e9 mises en place pour les pr\u00e9venir, y compris :<\/p>\n\n\n\n<ul class=\"wp-block-list has-small-font-size\">\n<li>Des protocoles visant \u00e0 assurer des activit\u00e9s d\u2019exploitation s\u00e9curitaires, dont des exercices de formation, des inspections, et des certifications.<\/li>\n\n\n\n<li>Des syst\u00e8mes d\u2019arr\u00eat d\u2019urgence destin\u00e9s \u00e0 interrompre le transfert de GNL en toutes circonstances.<\/li>\n\n\n\n<li>Des raccords \u00e0 s\u00e9paration d\u2019urgence comme mesure de protection contre les d\u00e9versements en cas de d\u00e9tachement du m\u00e9canisme de transfert.<\/li>\n\n\n\n<li>Syst\u00e8mes d\u2019amarrage rapide.<\/li>\n\n\n\n<li>L\u2019assistance de remorqueurs attach\u00e9s et de pilotes locaux pour assurer la s\u00e9curit\u00e9 des m\u00e9thaniers \u00e0 leur entr\u00e9e et sortie du port.<\/li>\n\n\n\n<li>Des p\u00e9rim\u00e8tres de s\u00e9curit\u00e9 renforc\u00e9s autour des m\u00e9thaniers afin d\u2019\u00e9loigner les autres navires lorsque les transporteurs de GNL approchent du terminal ou lorsqu\u2019ils y sont amarr\u00e9s.<\/li>\n\n\n\n<li>Des restrictions de voyage lorsque les m\u00e9thaniers sont \u00e0 proximit\u00e9 de zones habit\u00e9es afin qu\u2019ils y circulent durant les heures de clart\u00e9 et \u00e0 vitesse r\u00e9duite.<sup><a href=\"#citations\">[31]<\/a><\/sup><\/li>\n<\/ul>\n\n\n\n<p class=\"has-small-font-size\">Ces mesures pr\u00e9ventives de m\u00eame que la r\u00e9glementation et les m\u00e9thodes de manutention s\u00e9curitaires qui encadrent le transport du GNL se sont av\u00e9r\u00e9es efficaces dans la pr\u00e9vention des d\u00e9versements de GNL par le pass\u00e9.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Les inqui\u00e9tudes en mati\u00e8re de s\u00e9curit\u00e9 apr\u00e8s les attaques terroristes du 11 septembre 2001 ont donn\u00e9 lieu \u00e0 des \u00e9tudes mod\u00e9lisant les pires sc\u00e9narios de d\u00e9versement de GNL, dans le contexte d\u2019un geste d\u00e9lib\u00e9r\u00e9 (comme un acte terroriste). Dans le pire des sc\u00e9narios o\u00f9 les r\u00e9servoirs de GNL comportent une br\u00e8che importante, une \u00ab nappe de feu \u00bb peut \u00eatre cr\u00e9\u00e9e lorsque le GNL d\u00e9vers\u00e9 forme une nappe en surface de l\u2019oc\u00e9an, commence \u00e0 s\u2019\u00e9vaporer et s\u2019enflamme. Pour que ce sc\u00e9nario se concr\u00e9tise, le gaz naturel doit se m\u00e9langer \u00e0 l\u2019air \u00e0 une concentration de 5 \u00e0 15 % en volume et il doit y avoir une source d\u2019ignition \u00e0 proximit\u00e9. L\u2019emploi du GNL comme carburant marin est consid\u00e9r\u00e9 comme une mesure positive pour rendre l\u2019air plus pur.<\/strong><sup><a href=\"#citations\">[42]<\/a><\/sup><\/p>\n\n\n\n<p class=\"has-small-font-size\">Au Canada, l\u2019usage du GNL comme carburant marin a connu une rapide hausse au cours des derni\u00e8res ann\u00e9es, notamment pour les traversiers et les navires de marchandises canadiennes, en raison de r\u00e8glements plus stricts visant \u00e0 pr\u00e9venir la pollution atmosph\u00e9rique. De nouvelles technologies visant \u00e0 recueillir du gaz naturel ont cr\u00e9\u00e9 un surplus de gaz en Am\u00e9rique du Nord. Si la tendance se maintient, la majorit\u00e9 de ces ports seront en mesure d\u2019offrir du GNL comme carburant marin dans un futur proche alors que de nombreuses installations de ravitaillement sont d\u00e9j\u00e0 en activit\u00e9 en Europe et en Asie.<sup><a href=\"#citations\">[45]<\/a><\/sup><\/p>\n\n\n\n<p class=\"has-small-font-size\">Les traversiers et les navires de croisi\u00e8re sont parmi les premiers \u00e0 adopter le GNL comme carburant marin puisqu\u2019ils circulent pr\u00e8s du rivage et naviguent r\u00e9guli\u00e8rement au sein des&nbsp;<a href=\"https:\/\/clearseas.org\/fr\/pollution-atmospherique\/\" target=\"_blank\" rel=\"noreferrer noopener\">zones de contr\u00f4le des \u00e9missions<\/a>&nbsp;dans lesquelles les \u00e9missions d\u2019oxyde de soufre sont limit\u00e9es \u00e0 0,1&nbsp;% du carburant consomm\u00e9.
