Seattle, Los Angeles et Houston (\u00c9tats-Unis), et Southampton, Anvers, Rotterdam et Hambourg (Europe). Ces pays et ports poss\u00e8dent une gamme de politiques nationales et de conditions et pratiques portuaires que l\u2019on peut utiliser pour une comparaison avec les politiques et pratiques canadiennes.<\/p>\n\n\n\n<p>Les pratiques d\u2019intervention en cas d\u2019urgence ont g\u00e9n\u00e9ralement \u00e9volu\u00e9 avec l\u2019exp\u00e9rience. Le Canada a eu la chance d\u2019avoir surtout pu apprendre de d\u00e9versements qui se sont produits dans d\u2019autres r\u00e9gions, mais, depuis trop longtemps, il concentre toute son attention sur la crainte de d\u00e9versements catastrophiques.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/clearseas.org\/wp-content\/uploads\/Clear-Seas-Visual-Assets-Card4-edit-1.jpeg?w=1200&#038;ssl=1\" alt=\"\" class=\"wp-image-18137\"\/><\/figure>\n\n\n\n<p>La recherche d\u00e9crite dans cet examen repose \u00e9galement sur de r\u00e9cents rapports canadiens sur les interventions en cas de d\u00e9versement. Il s\u2019agit de : <a href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/environment\/air-land-water\/spills-environmental-emergencies\/engagement-on-phase-two-enhancements\/engagement-materials\" target=\"_blank\" rel=\"noreferrer noopener\">trois rapports r\u00e9alis\u00e9s pour la Colombie-Britannique par Nuka Research and Planning Group<\/a>; du premier rapport <a href=\"https:\/\/www.tc.gc.ca\/media\/documents\/mosprr\/transport_canada_tanker_report_accessible_eng.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">du Comit\u00e9 d\u2019experts sur la s\u00e9curit\u00e9 des navires citernes<\/a>; et du rapport Butler <a href=\"https:\/\/www.ccg-gcc.gc.ca\/publications\/environmental-environnementale\/marathassa\/docs\/Marathassa_Report-eng.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Examen ind\u00e9pendant du d\u00e9versement d\u2019hydrocarbures du M\/V Marathassa \u2013 Op\u00e9ration d\u2019intervention environnementale<\/a>.<\/p>\n\n\n\n<p>Ce rapport s\u2019ajoute aux dossiers pertinents \u00e0 l\u2019\u00e9laboration du Plan de protection des oc\u00e9ans.<\/p>\n\n\n\n<p>Nous d\u00e9terminons les implications pour le Canada des pratiques observ\u00e9es dans des interventions en cas de d\u00e9versements dans des ports et des pays, en tenant compte de trois conditions. En voici la liste :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les attributs d\u00e9sir\u00e9s des syst\u00e8mes d\u2019intervention en cas d\u2019urgence sont bien connus; le Canada ne les a pas observ\u00e9s de mani\u00e8re ad\u00e9quate dans son syst\u00e8me d\u2019intervention en cas de d\u00e9versement.<\/li>\n\n\n\n<li>Des \u00e9tudes men\u00e9es pour la province de la Colombie-Britannique et le gouvernement f\u00e9d\u00e9ral ont indiqu\u00e9 quelle \u00e9tait l\u2019orientation g\u00e9n\u00e9rale des changements n\u00e9cessaires et ont effectu\u00e9 des recommandations sp\u00e9cifiques. Depuis 2013, le besoin de planification d\u2019intervention en fonction des risques et centr\u00e9e sur une zone est un fait reconnu.<\/li>\n\n\n\n<li>La cr\u00e9ation d\u2019un nouveau Plan de protection des oc\u00e9ans t\u00e9moigne du besoin d\u2019apporter d\u2019importants changements au <a href=\"https:\/\/www.ccg-gcc.gc.ca\/publications\/environmental-environnementale\/marine-pollution-deversements-en-mer\/plan-overview-eng.html\" target=\"_blank\" rel=\"noreferrer noopener\">Plan d\u2019urgence pour les d\u00e9versements en mer \u2013 Chapitre national<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>Les quinze implications discut\u00e9es dans ce rapport qui ont \u00e9t\u00e9 d\u00e9termin\u00e9es d\u2019apr\u00e8s les conditions dans les sept ports \u00e9tudi\u00e9s sont consid\u00e9r\u00e9es dans le contexte des six th\u00e8mes suivants : l\u2019importance d\u2019une politique nationale, le caract\u00e8re global et les objectifs de pr\u00e9vention et d\u2019intervention en cas de d\u00e9versement d\u2019hydrocarbures, une intervention int\u00e9gr\u00e9e aux d\u00e9versements dans les ports, la mise en place de pr\u00e9paration \u00e0 l\u2019intervention en cas de d\u00e9versements, et le d\u00e9veloppement modulaire dans les interventions en cas de d\u00e9versement et le besoin d\u2019am\u00e9lioration continue.<\/p>\n\n\n\n<p>Les implications dans ce rapport comprennent \u00e9galement quatre sujets de consid\u00e9ration en vue de changement qui n\u2019ont pas \u00e9t\u00e9 produits dans les autres \u00e9tudes. En voici la liste :<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>D\u00e9finir clairement le r\u00f4le des organismes d\u2019intervention en mati\u00e8re de formation et de sensibilisation, outre leur capacit\u00e9 technique, tout en soulignant le fait qu\u2019ils ne sont pas l\u2019organisme dirigeant responsable de l\u2019efficacit\u00e9 d\u2019une intervention lors d\u2019un d\u00e9versement;<\/li>\n\n\n\n<li>Examiner la possibilit\u00e9 de transf\u00e9rer de la Garde c\u00f4ti\u00e8re canadienne aux administrations portuaires la responsabilit\u00e9 de la planification et de la gestion d\u2019intervention en cas de d\u00e9versement dans les ports r\u00e9gis par le gouvernement f\u00e9d\u00e9ral.<\/li>\n\n\n\n<li>Rendre obligatoires l\u2019accessibilit\u00e9 du public et la transparence des donn\u00e9es relatives aux accidents de d\u00e9versements et aux plans d\u2019intervention des organismes et des soci\u00e9t\u00e9s relevant de la juridiction f\u00e9d\u00e9rale (en dehors des renseignements personnels) et encourager les m\u00eames attitudes dans d\u2019autres paliers de gouvernements.<\/li>\n\n\n\n<li>Garantir la disponibilit\u00e9 et l\u2019int\u00e9gration de connaissances autochtones locales et scientifiques dont disposent les \u00e9quipes d\u2019intervention en cas de
