Les navires monocoques ont une structure \u00e9tanche constitu\u00e9e d\u2019une seule paroi entre leur cargaison et l\u2019oc\u00e9an. En comparaison, comme le nom le sugg\u00e8re, les navires \u00e0 double coque ont deux parois \u00e9tanches sur le fond et les c\u00f4t\u00e9s du navire. Des \u00e9tudes montrent qu\u2019en fonction de la vitesse de l\u2019impact, la paroi additionnelle est susceptible de r\u00e9duire de plus de 60 % la probabilit\u00e9 de pollution marine apr\u00e8s un accident endommageant la coque du navire, par comparaison avec une structure comportant une seule coque.<\/span><\/p>\n<h3>Coque simple contre p\u00e9troliers \u00e0 double coque<\/h3>\n<img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-21176\" src=\"https:\/\/i0.wp.com\/clearseas.org\/wp-content\/uploads\/\/double-coques.jpeg?resize=600%2C336&#038;ssl=1\" alt=\"\" width=\"600\" height=\"336\" srcset=\"https:\/\/i0.wp.com\/clearseas.org\/wp-content\/uploads\/double-coques.jpeg?resize=600%2C336&amp;ssl=1 600w, https:\/\/i0.wp.com\/clearseas.org\/wp-content\/uploads\/double-coques.jpeg?w=754&amp;ssl=1 754w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/>\n<p>Dans les navires citernes \u00e0 double coque, l\u2019espace entre les coques s\u2019\u00e9tend sur toute la longueur de la zone de transport de la cargaison, constituant une importante mesure de s\u00e9curit\u00e9. Cet espace est utilis\u00e9 comme citerne ou citernes d\u2019eau de ballast (<a href=\"https:\/\/clearseas.org\/fr\/insights\/gestion-des-eaux-de-ballast-empecher-la-propagation-des-especes-envahissantes-par-les-navires\/\" rel=\"noopener\">importance de la gestion de l\u2019eau de ballast<\/a>), et sert \u00e0 renforcer la stabilit\u00e9 du b\u00e2timent.<\/p>\n<h3 class=\"p1\">L&#8217;histoire des p\u00e9troliers \u00e0 double coque<\/h3>\n<p><span style=\"font-weight: 400;\">\u00c0 la suite de l\u2019\u00e9chouement du p\u00e9trolier Exxon Valdez, en 1989, le gouvernement des \u00c9tats-Unis a adopt\u00e9 la <\/span><a href=\"https:\/\/www.uscg.mil\/Mariners\/National-Pollution-Funds-Center\/About_NPFC\/OPA\/\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">Oil Pollution Act of 1990 (Loi de 1990 sur la pollution par les hydrocarbures<\/span><\/i><span style=\"font-weight: 400;\"> &#8211;<\/span> <span style=\"font-weight: 400;\">OPA 90)<\/span><\/a><span style=\"font-weight: 400;\">, qui exige que tous les <\/span><a href=\"\/fr\/petroliers\/\" rel=\"noopener\"><span style=\"font-weight: 400;\">p\u00e9troliers<\/span><\/a><span style=\"font-weight: 400;\"> faisant escale dans des ports am\u00e9ricains soient munis d\u2019une coque double. Peu de temps apr\u00e8s, <\/span><a href=\"http:\/\/www.imo.org\/fr\/Pages\/Default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">l\u2019Organisation maritime internationale (OMI)<\/a><span style=\"font-weight: 400;\"> a suivi cet exemple en instaurant de nouvelles exigences internationales par rapport aux doubles coques pour les p\u00e9troliers. En 1993 sont entr\u00e9s en vigueur des amendements \u00e0 l\u2019Annexe I de la <\/span><a href=\"http:\/\/www.imo.org\/en\/About\/Conventions\/ListOfConventions\/Pages\/International-Convention-for-the-Prevention-of-Pollution-from-Ships-(MARPOL).aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Convention internationale pour la pr\u00e9vention de la pollution par les navires (MARPOL)<\/span><\/a><span style=\"font-weight: 400;\">, la convention internationale visant la pr\u00e9vention de la pollution du milieu marin due aux navires, que les causes soient li\u00e9es \u00e0 l\u2019exploitation ou \u00e0 un accident. Cet amendement a rendu obligatoire la double coque pour les p\u00e9troliers neufs de 5 000 tonnes de port en lourd (TPL) ou plus, ainsi que pour les p\u00e9troliers de 600 TPL ou plus transportant des cargaisons internationales d\u2019hydrocarbures lourds. <\/span><\/p>\n<h3>R\u00e8glements sur la double coque au Canada<\/h3>\n<p><span style=\"font-weight: 400;\">Le r\u00e8glement canadien intitul\u00e9 <\/span><a href=\"https:\/\/laws-lois.justice.gc.ca\/fra\/reglements\/DORS-93-3\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">R\u00e8glement sur la pr\u00e9vention de la pollution par les hydrocarbures<\/span><\/a><span style=\"font-weight: 400;\"> a \u00e9t\u00e9 modifi\u00e9 en 1995 pour inclure les exigences de MARPOL en mati\u00e8re de retrait graduel des p\u00e9troliers de grande taille \u00e0 coque simple ainsi que les exigences OPA 90 pour les p\u00e9troliers de plus petite taille non compris dans les exigences de MARPOL. En 2003, ce r\u00e8glement a \u00e9t\u00e9 modifi\u00e9 en vue d\u2019adopter les exigences de MARPOL pour les voyages internationaux dans les eaux canadiennes ainsi que les exigences OPA 90 pour les voyages int\u00e9rieurs entre le Canada et les \u00c9tats-Unis. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dans le secteur du transport maritime canadien, le retrait des p\u00e9troliers \u00e0 coque simple s\u2019est effectu\u00e9 \u00e0 partir de 1995. Depuis 2015, les p\u00e9troliers \u00e0 coque simple ne sont pas autoris\u00e9s \u00e0 naviguer dans les eaux canadiennes.<\/span><\/p>\n<h3>Le <em>Nanny<\/em><\/h3>\n<p class=\"p6\"><span style=\"font-weight: 400;\">Le 14 octobre 2014, le p\u00e9trolier \u00e0 double coque <\/span><a href=\"http:\/\/www.tsb.gc.ca\/fra\/rapports-reports\/marine\/2012\/m12h0012\/m12h0012.asp\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400;\">Nanny<\/span><\/i><\/a><i> <\/i><span style=\"font-weight: 400;\">a touch\u00e9 le fond \u00e0 l\u2019ouest de Deer Island, dans le bras Chesterfield au Nunavut. Au moment de l\u2019incident, une cargaison partielle de carburant diesel \u00e9tait \u00e0 bord du <\/span><i><span style=\"font-weight: 400;\">Nanny<\/span><\/i><span style=\"font-weight: 400;\">. Il n\u2019y a eu ni bless\u00e9 ni pollution, mais la paroi ext\u00e9rieure de la coque, que l\u2019on appelle les citernes de ballast, a subi des dommages, notamment une fissure qui a provoqu\u00e9 une infiltration d\u2019eau entre les deux coques. Le <\/span><i><span style=\"font-weight: 400;\">Nanny<\/span><\/i><span style=\"font-weight: 400;\"> a poursuivi son voyage apr\u00e8s l\u2019incident et s\u2019est rendu \u00e0 St. John\u2019s (Terre-Neuve-et-Labrador) en vue d\u2019une r\u00e9paration. L\u2019incident du <\/span><i><span style=\"font-weight: 400;\">Nanny<\/span><\/i><span style=\"font-weight: 400;\"> est un exemple de l\u2019efficacit\u00e9 de la double coque comme mesure pr\u00e9ventive visant \u00e0 r\u00e9duire la pollution marine.<\/span><\/p>\n<h3>Soutes \u00e0 combustible munies d\u2019une double coque<\/h3>\n<p class=\"p8\"><span style=\"font-weight: 400;\">Plus r\u00e9cemment, l\u2019OMI a adopt\u00e9 une nouvelle r\u00e8gle qui rend obligatoire la coque double pour les soutes \u00e0 combustible dans toutes les cat\u00e9gories de navires ayant une capacit\u00e9 globale en combustible liquide \u00e9gale ou sup\u00e9rieure \u00e0 600 m\u00b3. La <\/span><a href=\"http:\/\/www.imo.org\/fr\/OurWork\/Environment\/PollutionPrevention\/OilPollution\/Pages\/OilFuelTankProtection.aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">r\u00e8gle 12A<\/span><\/a><span style=\"font-weight: 400;\">, un amendement \u00e0 <\/span><a href=\"http:\/\/www.imo.org\/fr\/About\/Conventions\/ListOfConventions\/Pages\/International-Convention-for-the-Prevention-of-Pollution-from-Ships-(MARPOL).aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">l\u2019annexe I de MARPOL<\/span><\/a><span style=\"font-weight: 400;\">, est entr\u00e9e en vigueur en 2007. Cette r\u00e8gle est applicable:<\/span><\/p>\n<ul class=\"ul1\">\n<li class=\"li6\">Aux navires pour lesquels les contrats de construction datent du 1 ao\u00fbt 2007 ou sont post\u00e9rieurs \u00e0 cette date;<\/li>\n<li class=\"li6\">Aux navires dont la quille a \u00e9t\u00e9 mise en place \u00e0 compter du 1 f\u00e9vrier 2008;<\/li>\n<li class=\"li6\">\u00c0 tous les p\u00e9troliers livr\u00e9s \u00e0 compter du 1 ao\u00fbt 2010; et,<\/li>\n<li class=\"li6\">\u00c0 tous les navires pour lesquels une conversion majeure a \u00e9t\u00e9 achev\u00e9e \u00e0 compter du 1 ao\u00fbt 2010.<\/li>\n<\/ul>\n<p>La r\u00e8gle pr\u00e9voit \u00e9galement une capacit\u00e9 maximale de 2 500 m\u00b3 pour chaque soute \u00e0 combustible \u00e9tant donn\u00e9 que les navires de grande taille peuvent transporter une quantit\u00e9 de combustible liquide \u00e9gale ou sup\u00e9rieure \u00e0 5 000 m\u00b3. Par exemple, les navires commerciaux de grande taille faisant escale dans des ports canadiens sont autoris\u00e9s \u00e0 transporter environ la m\u00eame quantit\u00e9 d\u2019hydrocarbures que les navires-citernes de petite taille qui naviguent dans les eaux de juridiction canadienne. L\u2019objet de ce nouveau r\u00e8glement est de rendre obligatoire la m\u00eame norme de s\u00e9curit\u00e9 et de pr\u00e9vention des accidents pour les soutes \u00e0 combustible que celle qui est requise pour les citernes de cargaison dans les p\u00e9troliers.
