La recommandation 45 donne naissance \u00e0 l\u2019id\u00e9e de Clear Seas :<\/p>\n\n\n\n<p>\u00ab Le gouvernement du Canada devrait collaborer avec l\u2019industrie afin d\u2019\u00e9tablir et de financer conjointement un programme canadien de recherche et d\u00e9veloppement sur la pr\u00e9paration et l\u2019intervention en cas de d\u00e9versement d\u2019hydrocarbures. Les priorit\u00e9s en mati\u00e8re de recherche devraient \u00eatre d\u00e9termin\u00e9es dans le cadre d\u2019une collaboration entre l\u2019industrie, le gouvernement et le milieu universitaire. Islands Trust, la Chambre de commerce maritime de la Colombie-Britannique, la Western Canada Marine Response Corporation, WWF-Canada, les gouvernements f\u00e9d\u00e9ral et municipal et d\u2019autres parties prenantes en Norv\u00e8ge en juin, o\u00f9 ils ont pass\u00e9 du temps \u00e0 Oslo et \u00e0 Bergen afin de jeter les bases du d\u00e9veloppement d\u2019un centre d\u2019excellence en Colombie-Britannique dans le domaine de la manutention de vrac liquide, en cherchant \u00e0 comprendre les meilleures pratiques et la promotion r\u00e9ussie de l\u2019industrie p\u00e9troli\u00e8re et gazi\u00e8re en Norv\u00e8ge, et en r\u00e9unissant un groupe de personnes favorables et oppos\u00e9es au d\u00e9veloppement p\u00e9trolier et gazier en
